The James Monroe Hughes Papers consist of five folders of materials, the major portion of which is correspondence.

The first folder contains miscellaneous biographical materials. The next two folders contain correspondence dating from 1941 to 1950, the majority of which was generated between 1941 and 1945, when Hughes was Acting Dean and then Dean of the School of Education. The problems of the School, the faculty and students as a result of World War II, are prevalent in this correspondence. There is correspondence between Hughes and prospective faculty members, secondary school administrators and government agencies.

The remaining folders contain copies of articles written by Hughes and the report entitled "A Memorandum on the Education of Teachers at Northwestern University," completed in April 1943, which initiated the reorganization of teacher training at Northwestern.
