Scope and Contents
The records, comprising eleven boxes, are the administrative files of David Mintzer, who became Vice President for Research and Dean of Science on July 1, 1973, succeeding Walter S. Owen. The bulk of the records date from Mintzer's assumption of the office through 1976, with a small amount of material covering the period of his transition from Dean of the Technological Institute to the vice presidency.
The records include correspondence, memoranda, reports, grant applications and progress reports, and government contracts documenting the operation of the office. The records reflect the Vice President's role as coordinator of interdisciplinary research activity and administrator of research funding. Mintzer's responsibilities became focused in the Office of Research and Sponsored Projects, which coordinated grant sponsored projects; the programmatic centers, including the Transportation Center, the Center for Urban Affairs, and the Biomedical Engineering Center; and support services, including the Vogelback Computing Center and the Radiation Safety Office.
The files are arranged alphabetically by folder title. Included are folders pertaining to research carried on within departments and schools, as well as that done by the centers and programs. The records include substantial material relating to the Center for Experimental Animal Resources, the Program for Applied Research in Fertility Regulation, the Radiation Safety Office, and the Vogelback Computing Center. In addition the records document extra-university responsibilities of the Vice President, such as his activity in the Argon Universities Association and the Universities Space Research Association. There are also extensive files concerning the Health Services Research Center; a joint Northwestern-American Hospital Association grant funded project.
Many of the files document Mintzer's mediation of conflicts created by competing interests of the schools and departments and the interdisciplinary research centers and programs. Within folders arrangement is chronological.

Method of Acquisition
The records of the Vice President for Research and Dean of Science were transferred to the University Archives on February 7, 1979 as Accession #79-20. They were subsequently divided into two series as the records of Vice President and Dean Walter S. Owen (series 8/1/1) and the records of Vice President and Dean David Mintzer (series 8/1/2).
