Scope and Contents

This series consists of correspondence, data, and drafts of a study commissioned in 1957 by a group appointed by the Governor of the State of Michigan. According to the study, the purpose was, "to examine the operation of existing pre-payment plans and to make recommendations of ways to achieve reductions in costs of present services, and ways to expand present coverages, and ways to extend coverage to additional people." The University of Michigan was contracted to do the study and Walter McNerney was the Study Director.
