Concerning an article in the Tribune on a government building to be erected on a tract of land owned by Swibel (the chair of the Chicago Housing Authority). The letter is accompanied by two mock "extra" newspaper pages, with headlines "Trib owes commissions says Swibel" and "Swibel saves Chicago Today"
