Biographical / Historical
A story by Chesly Manly with the headline "F.D.R.'s war plans!" appeared on the front page of the Tribune on 1941-12-04. The story said that Roosevelt planned to build the army and navy to a total of 10 million personnel, and to send an American expeditionary force of 5 million to fight Germany. Related stories by Manly appeared in the following days.
