Preparing for an exchange of prisoners. "My notion is that unless the Rebel authorities exchange, they will find those that are in our hands in no better condition than are ours in theirs. ... I should like to give you my notions of the late Amnesty Proclamation but have not the time. ... We are now undergoing a great depletion of our forces by allowing veteran volunteers to go home. This we are making up by Negro enlistment. We have enlisted 3,200 in last 30 days."
