"I take the liberty of enclosing an editorial item and a short communication from the Chicago Tribune which will explain themselves. The order of your predecessor has utterly destroyed the business of recruiting in the west. Men will not enlist unless they know beforehand what regiment they are to be attached to. ... You have a Herculean work before you to penetrate thro' the frauds and swindling that envelope the whole service. You will encounter rottenness and rascality from top to bottom....
